We shall inspect all major participants of the 1921 Conference from two different perspectives:
1, First, we shall study those who played a major part in the formation of the Five Power Treaty, the Four Power Treaty and the Nine Power Treaty, mostly the delegation members.
2, Second, we shall inspect key individuals outside the delegations but played a key part in the Conference indirectly, like the Prime Ministers, Presidents and Kings, or the Admirals, Generals and important Bankers.
This is a very basic comparison between those who signed the 1921 Washington Naval Treaty and those who signed 1930 London Naval Treaty. The first column after the names is the title listed by the Treaties, the second is other significant role they were playing at the time of the Conferences. Many of these politics had other significant roles before the conferences, and those roles will be discussed below the chart.
